FDA is an agency within the Public Health Service -- a part of the Department of Health and Human Services.  It regulates medical x-ray, laser, and other devices.

DOT regulates the transportation of haxardous materials (which includes radioactive materials) in interstate commerce.  DOT is rather liberal in its interpretation of interstate commerce -- so most intrastate commerce falls under DOT regulation.
